Overview

Candidates can become a Certified ADA Paratransit Manager by completing the following steps:

  • Completing a series of foundation and elective courses
  • Preparing a professional portfolio (if requesting to use work experience as a substitute for a course)
  • Completing the required 60 credits within 2 years for initial certification
  • Passing an online test to verify skills and knowledge in paratransit management

Steps to Certification

All of the following steps should be completed within two years of registration. Step 1 courses must be taken through ESPA Consulting. Step 2 and Step 3 courses may be taken through ESPAC or other organizations.

Step 1—Complete Foundation Courses (36 total hours):

  1. Introduction to ADA Complementary Paratransit Management (or three years of experience as an ADA complementary paratransit manager) (12 credit hours)
  2. ADA Complementary Paratransit Management Essentials (12 credit hours)
  3. Taking Paratransit Service to the Next Level: It’s not just about Meeting Minimum Requirements (12 credit hours)

Step 2—Complete Courses on Required Topics (9 total hours):

  1. Conditional Eligibility
  2. Appeals Process
  3. Emergency Preparedness

Step 3—Complete Elective Courses (15 total hours):

15 credit hours on any topic pertaining to public transportation management (with a minimum of 7 of these elective hours on the Americans with Disabilities Act for ADA complementary paratransit). NOTE: The in-person workshop for Fixed-Route and/or ADA complementary paratransit would provide all 7 credit hours of ADA instruction needed for this section.)

Substitutions: No substitutions will be considered for the foundation courses except where indicated above. Credit for required topics and/or electives by participation in other webinars or workshops may be submitted by individuals and/or organizations for consideration. ESPA Consulting staff will determine when and how many credit hours will be offered for other events upon receipt of the following:

  • Title and description of the event
  • Instructor’s name/title/organization
  • Length of time for instruction (only actual instruction time will be counted)
  • Place and time of event (Events occurring within one year prior to application for certification will be considered)
  • Documentation of participation in this event such as a certificate of completion

Instructors/organizations may submit their workshops for certification credit in advance of offering their workshop(s) by providing the following:

  • Title and description of the event
  • Instructor’s name/title/organization
  • Length of time for instruction (only actual instruction time will be counted)
  • Place and time of event

Instructor submissions will be considered and if selected for certification credits, ESPA Consulting will designate the number of credit hours and provide a code for identifying learners participating in the certification program.

Note: A total of 60 credit hours are required prior to beginning Step 4 below.

Step 4—Certification Test

  • Online test to verify skills
